The proposal aims to advance the state's autonomous vehicle (AV) pilot program into its next phase. The language in the proposal suggests allowing 'limited deployment of commercial for-hire autonomous passenger vehicles outside New York City.' Companies seeking to operate these services must demonstrate local support and adhere to the 'highest possible safety standards,' monitored by agencies including the Department of Motor Vehicles (DMV) and the New York State Police.

Alphabet-owned Waymo cheered the move, calling it a 'transformative moment.' Currently, New York law mandates that drivers keep at least one hand on the wheel at all times, a significant bottleneck for driverless tech. While Waymo currently operates 8Jaguar I-Pace vehicles in Manhattan and Brooklyn under a testing permit, they are required to have a human safety operator and cannot yet charge passengers for rides.
