Despite claims of tightening safety protocols, the platform faces intense scrutiny from regulators worldwide over its apparent failure to curb the generation of non-consensual intimate imagery and child sexual abuse material (CSAM).

According to a joint investigation by the Center for Countering Digital Hate (CCDH) and the New York Times, Grok produced an estimated 3 million explicit images during a brief window in late 2025. Alarmingly, the report identified approximately 23,000 images that appeared to depict children. Imran Ahmed, CEO of the CCDH, described the situation as "industrial-scale abuse," noting that Elon Musk's integration of these tools into a major social platform has provided unprecedented distribution for harmful content.

Regulatory Backlash and Legal Implications

The New York Times found that nearly 40% of Grok's generated images—1.8 million out of 4.4 million—were sexual in nature. While xAI claimed to be fixing "lapses in safeguards," recent reports from the Guardian suggest that users can still bypass filters to generate AI-edited images of real women and upload them back onto the site.

The legal pressure is mounting. Multiple foreign governments and the state of California have launched investigations into xAI. This follows the 2025 enactment of the Take It Down Act in the U.S., which mandates that publishers comply with takedown requests for nonconsensual deepfakes or face severe penalties. The Internet Watch Foundation (IWF) previously linked generative AI tools to a rise in CSAM on the dark web, specifically targeting young girls.
