China's leading tech hub, Shenzhen, just unveiled a massive plan to embed artificial intelligence (AI) into every household and business within the next five years. It's a strategic pivot designed to position the city at the frontlines of the escalating tech race with the United States.

Local authorities announced the objective on Monday in a new policy paper detailing Shenzhen’s 15th five-year plan, which spans from 2026 to 2030. According to the South China Morning Post, the document outlines an ambition to transform Shenzhen into one of the world's most advanced megacities by 2035.

The "AI+" strategy seeks to integrate cutting-edge technology into public services and commercial sectors. The municipal committee stated that the goal is to empower "all walks of life and industries" while ensuring AI reach is universal at the domestic level.

Shifting the Tech Frontline from R&D to Application

Analysts suggest Shenzhen is becoming a critical testing ground for Beijing's national AI strategy. Dai Mingjie from the South China University of Technology noted that this signals a shift. While the United States still leads in pure technological supremacy, China is leaning into its advantage in manufacturing and large-scale commercialization.
