據彭博社引述一份12月4日的簡報文件報導,香港保險業監管局(IA)正研擬新規則,擬允許本港158家授權保險公司將資金投向包括加密貨幣在內的數位資產。此提案若順利推行,預計將為市場注入巨額流動性。
創新與風控並行儘管該提案為機構採用加密貨幣釋出積極信號,但監管機構仍採取極為審慎的風險框架。提案的核心要求是,對直接持有的加密資產徵收高達100%的「風險費用」。這意味著保險公司每投資1美元於加密貨幣,就必須提撥1美元的資本準備金,以應對數位資產市場的劇烈波動。
報導補充,與法定貨幣掛鉤的穩定幣,其風險費用將依據其錨定的法幣來評估。香港金融管理局預計將於2026年初發放首批穩定幣牌照,顯示相關監管配套措施正逐步到位。
